第一部分：数据项填制要求
进出境快速通关信息、进出境快速通关载运信息、进出境快速通关指运（启运）到货信息有电子数据传输和删除报文。
一、数据项之间存在关联关系的，其中一个数据项填写，另外的数据项也必须要填写。
1.进出境口岸代码，进出境关区代码；
2.件数，包装种类；
3.变更原因描述，变更申请联系人姓名，变更申请联系人电话。
二、进出境快速通关信息、进出境快速通关载运信息、进出境快速通关指运（启运）到货信息应当以运单为单元传输。
三、删除报文。
舱单传输人代码、进出境口岸代码、进出境关区代码、车号（仅进境）、运单号、进境指运地/出境启运地关区代码、进境指运地/出境启运地口岸代码、变更原因描述、变更申请联系人姓名、变更申请联系人电话等必填，其余不填写。
四、变更原因描述、变更申请联系人姓名、变更申请联系人电话只有在删除报文中填写，其他不填写。
